Commonly referred to as DOP. Responsible for recruitment, HR, internal affairs and personnel standards across the City Government.

General Information

The Department of Personnel (DOP) is the backbone of the City Government’s internal affairs, recruitment and human resources. It is responsible for organising, recruiting and supporting every city employee who forms part of the Los Santos City Government — from new starters to long-serving leaders.

Structured under the charter department model, the department is led by a Director and Deputy Director and supported by Personnel Managers and Personnel Specialists. Whether based at City Hall, Haven Homes or Public Works Headquarters, the team ensures that staff can access clear, consistent HR support wherever they are working.

What the Department Does

When it comes to employee matters — whether external complaints or internal concerns — the Department of Personnel oversees and administers each case individually, conducting proper, structured investigations where required. All personnel files, records and HR documentation are managed by DOP, ensuring confidentiality, accuracy and compliance with City policy and regulation.

Personnel works closely with every other department and office to ensure that recruitment, standards and staffing processes are aligned with operational needs. Departmental leadership and supervisors regularly engage with Personnel Specialists and Managers to review recruitment status, staffing structure and any emerging issues affecting employees.

 
Recruitment & Onboarding

Designing and managing recruitment processes, shortlisting candidates and coordinating onboarding to ensure new staff are prepared, informed and supported from day one.

 
Employee Relations

Handling complaints, performance matters and professional standards issues fairly and consistently, while supporting managers and employees through the process.

 
Records & Policy

Maintaining personnel files, applying City policies and ensuring that HR decisions are well-documented, auditable and aligned with regulations and best practice.

Meet Director Mendoza

Director Valentina Mendoza is a life-long San Andreas resident with a strong passion for human resources and professional standards. She has worked in personnel affairs since university, beginning her professional career as a Special Investigator within the Los Santos Fire Department’s Professional Standards Division.

She later joined the City Government’s Department of Personnel as a Deputy Personnel Manager before progressing to Deputy Director and ultimately Director of Personnel. Her experience spans investigations, HR operations and organisational reform.

Director Mendoza is a firm believer in professional accountability. Working closely with the City Operations Officer, she has pioneered organisation-wide changes to ensure that the citizens of Los Santos can place trust in their city officials and in the government’s administrative departments. She is committed to ensuring that DOP not only endures, but continually improves — running as efficiently as possible when managing city staff and overseeing recruitment for the charter departments under its remit.

Working with Other Departments

Personnel teams regularly liaise with department leaders, supervisors and administrative staff to make sure that recruitment, training and staffing structures are aligned with operational needs. This includes advising on role profiles, supporting internal promotions and ensuring that departmental procedures reflect City-wide HR policies.

Handbooks, guidelines and standard operating procedures are maintained to ensure consistency and quality across the City Government. While other departments focus on specialist services for the public, the Department of Personnel focuses on the people delivering those services — ensuring that the workforce is well-structured, fairly treated and supported to perform at their best.

Unlike many other departments, which focus on direct public-facing functions, the Department of Personnel concentrates on the systems, standards and people that keep the City Government running. By overseeing recruitment, employee management and HR policy, DOP helps ensure that every department has the right people in the right roles.
