Meet Director Watson

Hi, I’m Sarah Watson, Director of Public Works, and my main goal is to keep the streets running for all of our citizens. Having worked in the Los Santos Police Department for over twenty years, the majority of that in traffic, I’ve become accustomed to the streets, where problems arise and the best way to deal with them.

I’ve worked my way up from the bottom and have been in both the Parking Enforcement and Technician Bureau teams, which helped me develop new processes and workflows to ensure that we’re working at peak efficiency. Public Works is very much the flagship department of Los Santos City Government and is seen daily carrying out tasks with partnership agencies as well as maintenance that benefits everyone.

I would describe myself as a democratic leader: I communicate with all of my staff to ensure that the decisions we make don’t negatively affect the rest of the team.

Meet Deputy Director Mendosa

Hello, I’m Jake Mendosa. Director Watson and I have been acting in the position for the last two months. Prior to moving to Los Santos, I resided in Queensland, Australia, where I was responsible for the maintenance and incident response services of the state-controlled roads within a local government area.

I joined the department in April 2024, starting out as a Junior Technician and bringing my knowledge of maintenance to the team. I climbed the ranks within the Technician Bureau and served as Head Technician, responsible for the bureau as a whole.

Since stepping into the director team, I am finalising a city-wide inspection for signage defects for our Technician Bureau to rectify, as well as finalising our certifications, which will give our teams the knowledge and skillset to continue making our city a better place.

Technician Bureau

The Technician Bureau is primarily responsible for managing the city’s infrastructure. You’ll typically find them performing a range of tasks such as:

  • Vehicle fleet maintenance and assistance
  • Repairing damaged roadways
  • Hydrant maintenance
  • Electric and hydro infrastructure work
Services

Service requests allow the public to alert the Technician Bureau to issues such as graffiti, damaged water pipes, abandoned vehicles and similar concerns. Members of the public can submit a service request using the link in the sidebar.

Transparency

The Technician Bureau ensures that the public is informed and kept up to date if any maintenance they are enacting could hinder day-to-day life. This is achieved through straightforward means such as public service announcements and advertisements.

Parking Enforcement Bureau

The Parking Enforcement Bureau is responsible for enforcing parking compliance. You’ll find parking inspectors usually performing duties such as:

  • Issuing citations for non-compliance
  • Managing parking overflow at large-scale events
  • Enforcing temporary no-parking zones
  • Educating the public on parking laws and regulations
Services

Through citation information requests, individuals can obtain details about actions taken against their vehicle. This assists them in appealing such actions in Traffic Court, helping to ensure fairness in the system. The link to submit a citation information request can be found in the sidebar.

Transparency

The Parking Enforcement Bureau is open to engaging directly with individuals rather than issuing instant citations, especially if the person becomes available to discuss the issues. Community engagement is, and always will be, a core value that the team dedicates itself to.

The Department of Public Works remains steadfast in serving the general public to the best of its abilities. If you find these career paths intriguing or simply want more information about the duties of a specific bureau, that information can be found in the links on the sidebar. The teams at Public Works are only as strong as the community they serve, which is exactly why they uphold several initiatives to ensure the public gets to lend their voice and assistance.

Public Works operates as one of the integral cogs in the metaphorical wheel when it comes to the charter departments and is a first-hand response to a wide array of hectic complications, ranging from the unfortunate—and untimely—arrival of earthquakes, storms and more. DPW is part of the united front that ensures our roads are passable and drivable and that the public never have to endure a moment without water. The importance of Public Works in day-to-day life is indisputable: the unsung heroes of the City.
