Affordable Housing Program

The Department of Health & Welfare administers the Affordable Housing Program and oversees several city-owned units located throughout the City of Los Santos. These properties consist of apartments ranging from one to five bedrooms, with at least one bathroom, one kitchen and one living room.

The Program aims to provide individuals and families in vulnerable positions with safe, stable housing by granting access to a rent-controlled apartment owned by the City of Los Santos. Monthly rent is determined on an individual basis, taking into account demographic data, socioeconomic situation, and the property value.

Where all units are occupied, applicants may be placed on a waiting list and assisted with temporary accommodation while they wait.

Eligibility Requirements

  • Applicant is a citizen of the United States or a non-citizen with eligible immigration status.
  • Weekly income is not higher than $40,000.
  • No ownership of more than one motor vehicle; the value of any vehicle may be scrutinized.
  • No ownership of real estate assets.
  • Applicants aged 18+ years, or at least 16 years old as independent minors, may apply.
  • Applicants under 18 who are not independent minors may apply if they are part of the Minor Protection Program with an assigned case worker.
  • Applicants must submit to random drug screenings carried out by the Department.
  • Applicants must sign an agreement with the Department, abiding by reasonable rules, including case-specific measures aimed at improving their personal, social, financial or cultural situation.

Local Preferences

Applicants who meet local preference criteria take priority in the allocation process.

  1. Homeless minors with no opportunity to benefit from a room at the Youth Group Home.
  2. Minors at risk of becoming homeless with no opportunity to benefit from the Youth Group Home.
  3. Individuals who have become homeless and:
    • Have custody over at least one minor; or
    • Have taken part, or are taking part, in another Health & Welfare program; or
    • Have been diagnosed with a disability or severe impairment; or
    • Are victims of domestic violence; or
    • Are aged 65 or older; or
    • Are a veteran, surviving spouse, or reserve as defined under 38 U.S.C.; or
    • Are in accredited education (part-time with employment totalling 40+ hours/week, or full-time where the course is expected to lead to employment).
  4. Individuals who have become homeless.
  5. Individuals at risk of becoming homeless and meeting similar criteria (custody of a minor, disability, domestic violence, 65+, veteran/surviving spouse/reserve, or qualifying education).
  6. Individuals at risk of becoming homeless.
  7. Individuals living in subpar housing, including:
    • Housing unit with no bathroom.
    • Housing unit with no bedroom.
    • Housing unit with no kitchen.
  8. Individuals who spend more than 50% of their income on housing costs.

What Happens Next

Once submitted, your application will be reviewed by a Health & Welfare case worker. You may be contacted for clarification or supporting documents. If no units are currently available, you may be placed on a waiting list and offered support with temporary housing.
