Unlawful Assembly & Public Event Permits
UNLAWFUL ASSEMBLY
Under Section 107 — Unlawful Assembly (M), a person may be subject to enforcement action when they:
- Refuse to disperse or leave a public facility or public ground without a valid permit after being ordered to leave by law enforcement; or
- Knowingly assemble with two or more other persons with the intent to engage in conduct that violates a criminal statute, or conduct that recklessly creates a risk of public alarm, inconvenience, or annoyance.
This provision does not prohibit peaceful gatherings conducted for lawful protest, free speech, or other lawful purposes, nor does it apply to assemblies being conducted pursuant to a valid permit.
A violation of Section 107 is classified as a Class C misdemeanor, punishable by no less than 3 hours and no more than 1 day of imprisonment.
EVENT & ACTIVITY PERMITS
The Los Santos City Government offers various permits intended to ensure public safety and the orderly operation of events, activities, and film productions.
It is the responsibility of the event organizer or applicant to obtain all required permits at least two (2) weeks prior to the planned event or production.
A Special Event Permit is required for any event held on or involving public property.
Examples include, but are not limited to:
- Marathons and organized races
- Fairs and festivals
- Parties and public gatherings
- Organized recreational events
- Other similar events or activities taking place on public property
Organizers should ensure that the appropriate permit has been obtained before beginning an event.
PUBLIC SAFETY REMINDER
Permits exist to help the City coordinate traffic, emergency access, public safety resources, and the lawful use of public spaces. Organizers are encouraged to plan ahead and obtain the appropriate authorization well in advance.
Do not assume that an event is exempt from permitting requirements simply because it is temporary or informal.
If law enforcement orders an unpermitted assembly on public property to disperse or leave, individuals are expected to comply with that lawful order.
