The Natural & Recreational Resources Commission (NRRC) stands as the city's primary environmental research, fulfillment, and advisory board for the Office of the Mayor of Los Santos as well as the State of San Andreas. It gathers information from a wide range of sources, government branches, civilian monitors, and field deployment operations in order to identify rapidly changing meteorological, geological, ecological, and other environmental processes that affect the daily lives of those within and beyond Los Santos.

The Commission is currently chaired by Gloria Nakamura, who leads the body in environmental oversight, inter-agency coordination, and public-facing accountability relating to the natural world and recreational resources under municipal and state interest.

Founded under Executive Directive 003-2025 by Mayor Hank Preston following the dissolution of the State Parks of San Andreas, the NRRC was established at the Mayor's sole discretion to ensure weather accountability, emergency environmental response, and structured civilian reporting.

The Commission consists of an Executive Chairman, an optional Deputy Chairman, Commissioners, and Volunteers operating within and beyond Los Santos points of authority. Its structure allows it to coordinate with a wide network of agencies and volunteer operators in order to maintain broad situational awareness and rapid response capability.

The NRRC oversees and advises on the shores of San Andreas, aquatic life, ecological balance, environmental fortitude, and the continued sustainability of natural spaces. This includes forestry, geological sustainability, natural areas and habitats, urban parks and recreational facilities, as well as inland bodies of water such as estuaries, lakes, rivers, ponds, and creeks.

In fulfilling its mandate, the Commission reinforces environmental regulations, controls, and ordinances across Los Santos and San Andreas while supporting policy guidance, operational awareness, and field-based decision making.
