LOS SANTOS, San Andreas — October 29, 2026

The Los Santos City Government has officially introduced GOVNet 3.0, the latest major update to its official digital platform. Released on October 29, the update brings a wide range of new services, improved features and system changes designed to make government services more accessible, improve public access to information and support the daily operations of City departments.

With 30 new additions, nine improvements and one fix, GOVNet 3.0 represents another major step in the City's ongoing efforts to modernise its digital services and improve the way residents, businesses and government employees interact with City Hall.

A More Accessible GOVNet

One of the main parts of the update is a refreshed website design, supported by new search functionality and a selection of light and dark themes. Residents can now search for specific services and information more easily, reducing the need to navigate through several pages to find what they need.

The update also introduces a central Document Library, providing residents with a dedicated place to browse published City Government documents. The Mayor's Office has also received a dedicated section for Executive Directives, allowing residents to view current and previous directives in one place.

These additions are intended to make important government information easier to find and more accessible to the public.

New Services for Residents

GOVNet 3.0 expands the range of services that residents can access directly through the platform.

The Office of the City Clerk has introduced online marriage licence and certificate applications. Residents can also apply for the Deputy Commissioner for a Day programme, which allows an eligible friend or family member to be appointed to officiate a marriage ceremony for a specific couple on a designated day.

The Veterans Assistance Programme has also moved to GOVNet. This allows eligible residents to access the programme and submit applications through the City's digital platform.

Additionally, the Department of Finance has introduced online payments for sanction fines issued by the department. Residents can complete their payments through GOVNet and receive confirmation once the transaction has been successfully processed.

Together, these services provide residents with more ways to complete important administrative processes without having to rely entirely on traditional in-person services.

Greater Opportunities for Businesses

The update also brings significant improvements to the City's public contracting services.

Through expanded contracting pages, businesses can explore available government procurement opportunities, review procurement requirements and access contract agreements. The platform also provides access to previous procurement opportunities, including submitted bids and award decisions.

This provides businesses with a clearer understanding of how the City handles its contracting process and creates a more accessible way for registered organisations to explore opportunities to work with the government.

Applications that require proof of business registration have also received support for document uploads, helping applicants provide the required information directly through the platform.

Improved Systems Behind City Operations

Beyond services for residents and businesses, GOVNet 3.0 introduces major improvements to the systems used by City employees.

The Public Works Network (PWNet) has received one of the largest upgrades, introducing a new digital workspace with employee profiles, staff listings, task management, shift scheduling and duty booking.

Employees can now access duty information, review requirements and book available duties through the system. PWNet also introduces a dedicated recruitment process for Public Works technician positions, allowing prospective technicians to submit applications, track their progress and communicate with recruitment staff. Parking enforcement recruitment continues to follow the City's existing application channels and is not managed through PWNet.

Additional tools include hotline call management, callsign assignments, vehicle maintenance records and fleet management. The new workspace also features integrated email and chat systems, shared mailboxes, calendar tools, reminders and personal workspace options.

Meanwhile, the Sawmill Network (SawNet) and SAPA Network (SAPANet) have received improvements focused on employee management and attendance.

Supervisors can now monitor employee inactivity, manage attendance records and process multiple employee records through new bulk-management tools. These systems also support customised warning notifications and updates when employee infractions are issued.

SawNet has also introduced a monthly shift calendar, while employees can now view their completed shifts during the current week directly from their dashboard.

These changes aim to make internal administration more organised, improve communication between employees and supervisors, and provide departments with better tools to manage their daily responsibilities.

Strengthening Transparency and Public Accountability

The development of GOVNet 3.0 also comes amid growing public interest in government transparency and access to official information.

In previous public discussions, residents and members of the media raised questions about government spending, access to public records, employment-related communication and the City's use of GOVNet as a public information platform.

The government has since continued expanding the information available through the website. Alongside the new Document Library, Executive Directives and public contracting pages, GOVNet also provides a dedicated financial transparency section where government banking activity can be reviewed through monthly and quarterly views.

These developments provide residents with more ways to follow government decisions, review public information and better understand how City operations are managed.

While access to information remains an important part of transparency, making that information easier to find and understand is equally important. GOVNet 3.0 reflects the City's continued efforts to improve both areas.

A Continuing Commitment to Digital Development

GOVNet has developed considerably since its initial launch, with each major update bringing additional services and improvements to the platform.

Version 3.0 builds on that progress by connecting more public services, government information and internal administrative tools within the City's digital infrastructure.

Residents, business owners and government employees are encouraged to explore the latest update at https://lsgovnet.com/ and familiarise themselves with the new features and services.

The City Government also welcomes public feedback and suggestions through the GOVNet website, recognising that continued improvement depends on understanding the needs of the people who use these services.

With GOVNet 3.0, Los Santos takes another step towards a more connected, accessible and transparent City Government.
