Small Business Fund

The Office of the Mayor has allocated $10,000,000 to create the Small Business Fund, available to businesses across the City and County eligible to receive up to $100,000.

This initiative supports aspiring entrepreneurs and small business owners who hold strong community values by providing financial assistance to help launch and sustain successful ventures.

To qualify, applicants must demonstrate a well-developed business plan, outlining objectives, strategies and projections to show a clear path to sustainability. Applicants should also provide proof of concept where possible to demonstrate the viability of their product or service and its potential for market success.

Applicants are also asked to outline their current property situation, whether they already own commercial property or plan to use the funds to acquire one. This helps assess how the funding will support ongoing operations and growth.

This program is intended to run indefinitely. It does not apply to Adult Entertainment Venues or Gambling Establishments.

Automatic Denial Circumstances

Applications may be automatically denied where the business cannot demonstrate valid, active operations or where the application does not align with the business records held on GovNet.

  • No valid business registration on GovNet or missing required licenses.
  • Duplicate applications submitted under different names, related parties, or connected entities.
  • Unregistered or unlicensed business operations.
  • Business appears to have been registered solely or recently for the purpose of applying for the grant.
  • Mismatched owners, addresses, or contact details.
  • Multiple entities tied to the same individual applying separately.
  • Zero or near-zero business transactions.
  • No operating expenses or insufficient evidence of active operating costs.
  • All business activity begins shortly before the grant application.
  • Vague use-of-funds explanations, including unsupported references to working capital.
  • Funds intended for debt repayment unrelated to business operations.
  • Business operations do not align with the application.
  • Little to no inventory, equipment, services, or other evidence of active trade.
  • Business does not exist at the stated location.
  • Employees or operators are inactive.
