The City of Los Santos acknowledges receipt of your request seeking records relating to enforcement activity concerning Bastone Freight & Haul, as well as statistical summaries of Municipal Business Code enforcement outcomes.

Pursuant to the San Andreas Freedom of Information Act, the City conducted a reasonable search of departments reasonably likely to maintain responsive records.

The City can confirm that a report regarding potential business code non-compliance was received and administratively reviewed on the dates referenced in your request. Following review of available information, no notice of non-compliance, cease-and-desist directive, civil penalty, warning letter, or formal enforcement determination was issued.

The City has identified no finalized enforcement records responsive to your request.

To the extent internal administrative notes or compliance assessments exist, such materials were generated as part of internal regulatory review processes. Disclosure of such materials would reveal internal evaluative methodologies and decision-making considerations and is exempt from disclosure under the deliberative and regulatory administration provisions of the San Andreas Freedom of Information Act.

With respect to your request for statistical summaries identifying enforcement actions by violation type and business name for the months of February and March, the City does not maintain consolidated enforcement statistical records in the form requested. Responsive information, if any, exists only within individual case files. Public records law does not require the City to compile, aggregate, or create new analytical records in response to a request.

Additionally, disclosure of enforcement-related information identifying specific businesses in matters not resulting in formal regulatory action would create a foreseeable risk of commercial and reputational harm. Such information is therefore not subject to disclosure.

Request

On public reports of neo-nazi city municipal employees in the Paleto Sawmill.

On updates regarding the status of the Investigation initially promised by Andrew Brandenburg, then delegated to Hank Miller.

On whether Glen Reddick, Sawmill Operations Director, has been made aware of these reports, reviewed his personell for such, and made any firing decisions based on such.

As an initial procedural matter, the Freedom of Information process is designed to provide access to existing documented records maintained by the City. Requests seeking general status updates, explanatory commentary, or ongoing administrative context regarding internal reviews may be more appropriately directed through routine inquiry channels. The City of Los Santos acknowledges receipt of your request seeking records concerning public reports alleging extremist conduct by municipal personnel associated with operations at the Paleto Sawmill, the status of any related review process, and supervisory actions taken in response.

Pursuant to the San Andreas Freedom of Information Act, the City conducted a reasonable search of departments reasonably likely to maintain responsive records.

The City can confirm that public allegations regarding employee conduct were brought to the attention of municipal officials and were subject to administrative review. Relevant information was also assessed through appropriate external reporting channels. At this time, no finalized investigative finding or formal disciplinary determination relating to the allegations referenced in your request has been issued, and the review remains ongoing.

Records generated in connection with ongoing personnel conduct reviews, including investigative materials, internal memoranda, supervisory communications, or evaluative deliberations, constitute confidential employment administration records. Request

Pursuant to applicable Freedom of Information laws, the Public Trust Foundation respectfully requests access to public records relating to the tunnel repair project associated with the collapse near Paleto Bay, also known as Braddock Pass.

Specifically, we request the following information and documents:

1. The identity of all companies, contractors, or entities that have been contracted, retained, or otherwise compensated by the City in connection with the tunnel repair project.

2. The total budget approved by the City for the repair and restoration of the tunnel and by which body or office it was approved by.

3. The total amount of funding approved, allocated, or paid to each company or contractor involved in the project.

4. Documentation indicating whether the contractor(s) were selected through a public bidding or competitive procurement process, including any requests for proposals (RFPs), bid solicitations, evaluations, or award determinations.

5. Copies of any officially executed or signed contracts, agreements, or service authorizations between the City and the aforementioned companies that are in effect as of the filing date of this request.


Response

The City of Los Santos acknowledges receipt of your request seeking records concerning contractor engagement, project budgeting, procurement methodology, funding allocations, and contractual documentation relating to the emergency tunnel repair project associated with the collapse near Paleto Bay, commonly referred to as Braddock Pass.

Pursuant to the San Andreas Freedom of Information Act, the City conducted a reasonable search of departments reasonably likely to maintain responsive records.

Emergency stabilization and repair works relating to the Braddock Pass tunnel have been completed. The project was undertaken as urgent infrastructure remediation in response to a roadway collapse affecting public safety and regional transport continuity.

External contractor services - Los Santos Construction were engaged on an emergency response basis to perform tunnel stabilization and repair works.

Due to the emergency nature of the incident, contractor selection was conducted through expedited administrative review of proposed repair methodologies, cost estimates, and anticipated delivery timelines. The City has identified no formal competitive procurement record set, including bid solicitations, evaluation matrices, or standardized award determinations maintained in the ordinary course of business.

The City established an internal aggregate expenditure ceiling of $1.5m for emergency response planning and fiscal control purposes. No standalone legislatively adopted project budget document exists.

Services were performed under administrative work authorization and were compensated to the amount of $1,316,550 through invoice-based payment processing following completion of defined stabilization activities. The City does not maintain an executed standalone construction services contract instrument for this emergency response engagement.

Records reflecting detailed invoice submissions, internal payment verification processes, or transaction-level fiscal controls constitute internal financial administration materials. Disclosure of such records would reveal vendor-specific financial activity and municipal financial management procedures and is exempt from disclosure under the fiscal administration and financial security provisions of the San Andreas Freedom of Information Act.

Public records law applies to existing finalized records maintained in the ordinary course of business and does not require the creation of retrospective procurement analyses or substitute contractual instruments where emergency administrative engagement mechanisms were utilized.

All records reflecting: approval, denial, or authorization granted by the Port Director as per Rule 2.02 LSPA Rules and Regulations.

Response

The City of Los Santos acknowledges receipt of your correspondence requesting records identifying agencies, entities, or persons authorised by the Port Director to carry firearms within Port Terminal facilities pursuant to Rule 2.02 of the Los Santos Port Authority Rules and Regulations.

Following review of the clarified scope of your request, the City can confirm at a general policy level that firearm carriage within Port Terminal facilities and other areas subject to jurisdiction per state law may be authorised for certain categories of personnel engaged in safety, enforcement, or infrastructure protection functions.

Specifically, authorisation may be granted to:

  • Municipal and state law enforcement personnel acting within the scope of official duties

  • Designated Port Authority safety personnel, including the Bureau of Safety

  • Contracted port security providers operating under approved security service arrangements, including Protech Security

This disclosure is provided at a categorical level for informational purposes.

Records reflecting individual authorisations, operational deployment decisions, incident-specific permissions, weapon control directives, or tactical security arrangements constitute sensitive infrastructure protection and law-enforcement coordination materials. Disclosure of such records would reveal security procedures and enforcement practices at a critical municipal facility and is therefore exempt from disclosure under the public safety and operational security provisions of the San Andreas Freedom of Information Act.

The City of Los Santos acknowledges receipt of your request seeking records concerning the operational status, service providers, procurement activity, contractual arrangements, and funding associated with the Los Santos Area Sanitation Program.

Pursuant to the San Andreas Freedom of Information Act, the City conducted a reasonable search of departments reasonably likely to maintain responsive records.

The Los Santos Area Sanitation Program remains active. The City does not maintain a formal instrument declaring activation or termination of the program.

With respect to your inquiry regarding website content, the City can confirm that sanitation-related information on the municipal website has been periodically refreshed to reflect the continuation and renewal of existing service agreements. The City has identified no separate explanatory record beyond routine administrative website updates.

This letter responds to your request submitted pursuant to the Freedom of Information Act. The City has conducted a reasonable search for records responsive to your request.

1. Small Business Fund (SBF) Applications
• All records reflecting the current number of outstanding Small Business Fund (SBF) grant applications, including but not limited to internal tallies, tracking documents, or status summaries maintained by the City or its departments.


Records reflect fifteen (15) outstanding Small Business Fund grant applications, twelve (12) of which were submitted prior to the commencement of Mayor Brandenburg’s administration.

Records further reflect that the Small Business Fund is currently under administrative review and that no new applications are being accepted at this time.


2. Business Development Department – Creation and Authority
Any Executive Order, formal directive, memorandum, or written statement issued by the Mayor or the Mayor’s Office regarding the creation of the “Business Development Department,” including:

• The stated purpose and scope of the department, and

To the extent responsive records exist, such records consist of internal personnel or operational records and are exempt from disclosure under FOIA provisions governing personnel, employment, and internal administrative matters.
