Rockford City Hall

Founded in 1932 and constructed using the most precise construction techniques of its time, the Rockford City Hall quickly became a landmark of civic pride and architectural elegance in Los Santos. It underwent an important redesign under the vision of Hank Preston and Corinna Hamilton, expanding its wings to include more offices, meeting rooms, a gallery, and a museum.

At the top of the central tower, you can find the Office of the Mayor, the Office of the City Operations Officer, the Office of the City Attorney, and the Office of the City Treasurer.

This building serves as the main operational site of the City Government and is utilized by the Departments of Finance, Cultural Affairs, and Personnel. Residents are welcomed into the lobby and the additional rooms on the first floor to explore the City of Los Santos’ rich heritage and culture.

Two of the most significant rooms within City Hall are the City Council Chamber and the Press Conference Hall. The Council Chamber serves as the venue for City Council meetings, where elected officials debate, deliberate, and engage with the public on matters of local importance. Meanwhile, the Press Conference Hall is used for official announcements, public addresses, and community briefings.

On the ground floor, you’ll find CitiBrew, a community initiative offering food and drinks to visitors, with proceeds reinvested into City Government operations and local programs. The first floor serves as the main lobby, featuring a gallery, museum, press conference hall, and the city council chambers.

The second floor hosts various offices, including the Office of the Mayor, the Departments of Finance, Cultural Affairs, Health and Welfare, Personnel, as well as meeting and conference rooms. The third floor is dedicated to the City Council’s offices, which lead up to the main central tower.

General visitors are encouraged to explore the building, ask questions at the main desk, enjoy complimentary snacks, and engage in open conversations with public employees. The Rockford City Hall continues to stand as a symbol of democratic governance, urban development, and public service.

Public Works Headquarters

Constructed under a different administration in the 20th century, Public Works is the main operational department responsible for the upkeep of city-owned spaces across Los Santos. From maintaining streets, sidewalks, and signage to managing waste disposal points, traffic signals, and emergency infrastructure, the department plays a vital role in keeping the city functional.

The building consists of four floors. The ground floor is a garage, primarily used for fleet storage and maintenance. The first floor includes the main lobby, a general dining area, shared office space, restrooms, storage, and more.

The second floor houses individual offices of departmental heads and personnel, along with an auditorium, gym, spa area, and additional restrooms. The top floor contains the offices of the City Operations Officer, the Director of Public Works, and the Deputy Director of Public Works, as well as a secure surveillance room overseeing the facility. Two auxiliary structures on the adjacent lot include an electrical substation and a drug disposal facility supporting safe operations city-wide.

Haven Homes

Care Facility

Haven Homes is the City Government’s official orphanage and transitional housing facility for children in need, operating as the central hub of the Department of Health and Welfare.

Launched under the administration of Mayor Hank Preston and Deputy Mayor Frederick Coleman, the facility was designed with long-term care and rehabilitation in mind—reflecting the City’s commitment to stability, opportunity, and dignity for every child.

The building is segmented into two distinct sections: Side A is designated for children with no criminal background, focusing on care, education, and long-term placement. Side B serves as transitional housing for juvenile parolees or at-risk youth, providing structured rehabilitation and oversight.

Across both wings, the first floor serves as the main lobby and intake area. The second floor features a cafeteria and shared lounge area with technology access for schoolwork and enrichment. The third floor mirrors the second, with additional meeting rooms and offices for caseworkers.

The fourth and fifth floors are dedicated residential areas. The top floor includes secured storage areas and controlled rooftop access reserved for maintenance personnel and city technicians. Haven Homes stands as a sanctuary of hope and transformation for Los Santos’ youth.

City Hall — County Office

Inaugurated in October 2024, this auxiliary office—often referred to as “County Hall”—was established to strengthen the City Government’s presence and initiatives throughout the county.

Strategically located on the southern edge of Paleto Bay, adjacent to other government facilities, it serves as a vital point of contact for local residents and offers essential services such as constituent support, program information, and direct engagement.

The single-story layout includes the Mayor’s office, general-purpose workspaces, meeting rooms, a reception area for residents, and a fully equipped City Council chamber, with cultural and artistic elements reflecting the identity and history of Paleto Bay and the County.

Sacred Heart Shelter

Operated by the Department of Health and Welfare, this facility serves as the City Government's official homeless shelter, open to all residents in need of support.

Active members of the City Government staff the main reception desk, welcoming new residents, providing guidance, and addressing public inquiries.

The first floor includes a lobby, lounge, public computers, a canteen, first aid room, and office space. The basement is used for food rations and donated clothing storage, including a sorting area and staff rest space.

The upper floor provides dormitory-style accommodations with hygiene facilities, a laundry room, and vending machines—ensuring a safe environment with essential services available around the clock.

Bus Depot

One of the most historic buildings in the city, the main bus depot is operated and overseen by the Department of Transportation, commonly known as Los Santos Transit.

From this central hub, the department manages the city's bus routes, metro lines, and the overall public transportation network, ensuring the system remains efficient, reliable, and fully operational.

In addition to administrative offices, the depot serves as a major transit station for residents, offering route information, ticketing services, and transit assistance, along with a canteen and operational screens displaying active routes.

Fleet Maintenance Depot

The Fleet Maintenance Depot, operated by the Department of Public Works, serves as the dedicated mechanic hub for maintaining and modifying vehicles used by the City Government.

Located within the same lot as the historic Bus Depot, it allows close coordination between transit operations and fleet upkeep—improving efficiency and ensuring service vehicles remain reliable and safe for daily use.

Public Works Depot

County activity has become a strategic priority for operations outside the urban core. The acquisition of this building strengthens and improves the presence of Public Works throughout the county.

This facility serves as the region’s hub for storing materials, tools, and essential equipment. Technicians and field staff operate from this depot to support communities such as Grapeseed, Paleto Bay, and surrounding towns with consistent services and rapid response.

Police Administration Building — LSPD

Public Safety

Completed in 2023 after nearly a decade of planning and phased construction, the Los Santos Police Administration Building was envisioned as a new era headquarters for the Los Santos Police Department.

The PAB was built to consolidate administrative functions and support both daily policing needs and long-term investigative support. It houses the Regional Crime Laboratory, a hardened data center, a 24/7 Metropolitan Communications Dispatch Center, and secure long-term evidence storage.

Designed as a civic building, it includes public amenities like a café and convenience store, a 150-seat auditorium for briefings and training, and an accessible plaza with public seating and memorial spaces—promoting transparency and community connection.
