General Information
The Department of Finance is of utmost importance within the City of Los Santos, San Andreas, as they are responsible for a plethora of duties, ranging from business and charity registration and licensing, to the implementation of tax incentives and means of assistance with such. Their primary means of operation are Finance Officers which work out of City Hall at all hours, ensuring that somebody is available to assist any members of the public with their questions, queries, or concerns. They serve as a way of supporting, encouraging, and maintaining better financial health for all of Los Santos.
- Registration & Licensing
Ensuring businesses carry out the fundamental paperwork, to keep it in line with the laws and guidelines of the City of Los Santos, as per the laid-out Business Code.
- Incentives
Responsible for the implementation, and enforcement, of tax incentives that are aimed towards assisting the general public.
When it comes to registration, the Finance team will review every single individual piece of documentation provided by a member of the public who wishes to become, for example, a business owner. This is to ensure that the businesses operating within Los Santos are legally documented, represented, and licensed to do the duties in which they are open for. With such, the Department of Finance will continuously provide efficient and appropriate regulations that these businesses will operate under, which in turn helps maintain a level of unison and cohesion across the board.
These Finance Officers are directly tied to something known as the Business Code, which is essentially a piece of legislation aimed towards the obligatory registration and licensing of a business, whilst also heavily outlining the penalties that can ensue should a business not be adhering to these requirements, and operating without a legal allowance to do so. With such, they will then ensure all of that documentation is consistently up to date, making sure any business changes or issues are noted down accordingly to prevent future complications.
The Department of Finance work closely with the likes of the Los Santos Police Department, Los Santos Sheriff's Department, and San Fire in order to enforce these parameters outlined within the Business Code, as well as ensuring that no businesses are operating illegally and jeopardizing the overall values and state of the City of Los Santos.

Hi! I’m Nicola Ma, and I currently serve as the Director of Finance, a role I’ve held for nearly a year. I lead my department with a strong focus on structure, task efficiency, and performance-based recognition. My vision is to streamline our processes to ensure high compliance from Los Santos citizens while also supporting businesses that align with our Municipal Business Code.
I am currently transitioning from our old inefficient system to the new GOVNET platform, a move that reflects and supports my vision. Looking ahead, I’m committed to advancing the Department of Finance and making it stronger and more effective than ever.
Meet Deputy Director Robinson
I was appointed as a Junior Finance Licensing Officer in the spring of 2023 and hold a Master’s degree in Finance and Business Administration from the University of Los Santos. Rising from Junior Officer to Deputy Director has been a rewarding and transformative journey. Throughout my career, I have emphasized strong communication, ethical leadership, and strategic thinking to enhance both the quality and effectiveness of our work.
In this department, our mission is to liaise with businesses across all sectors of the economy to ensure compliance with business regulations. It determine applications for business registrations, various business licenses and grants and work with businesses in assessing their application requirements. Furthermore, this department also provides essential support functions for the City Government in the collection of revenue from sources such as taxes, licenses, fees and permits in order to provide financial support to a wide range of essential City services that benefit all who live, work and visit Los Santos.
Where as, I streamline application process by making recommendations where appropriate to propose plans to the Office Of City Operations Officer.
