Rockford City Hall

Carcer Way, Rockford Hills, Los Santos

Founded in 1932 and constructed using the most precise construction techniques of its time, the Rockford City Hall quickly became a landmark of civic pride and architectural elegance in Los Santos. It underwent an important redesign under the vision of Hank Preston and Corinna Hamilton, expanding its eastern and western wings to include more offices, meeting rooms, a gallery, and a museum.

At the top of the central tower, you can find the Office of the Mayor, the Office of the City Operations Officer, the Office of the City Attorney, and the Office of the City Treasurer.

This building serves as the main operational site of the City Government and is utilized by the Departments of Finance, Cultural Affairs, and Personnel. Residents are welcomed into the lobby and the additional rooms on the first floor to explore the City of Los Santos’ rich heritage and culture.

Two of the most significant rooms within City Hall are the City Council Chamber and the Press Conference Hall. The Council Chamber serves as the venue for City Council meetings, where elected officials debate, deliberate, and engage with the public on matters of local importance. Meanwhile, the Press Conference Hall is used for official announcements, public addresses, and community briefings, often serving as the main stage for sharing the City's most important developments with the public and the media.

On the ground floor, you’ll find Citibrew, a community initiative offering delicious food to visitors, with all proceeds reinvested into City Government operations and local programs. The first floor serves as the main lobby, featuring a gallery, museum, press conference hall, and the city council chambers.

The second floor hosts various offices, including the Office of the Mayor, the Departments of Finance, Cultural Affairs, Health and Welfare, Personnel, as well as meeting and conference rooms. The third floor is dedicated to the City Council’s offices, which lead up to the main central tower.

General visitors are encouraged to explore the building, ask questions at the main desk, enjoy complimentary snacks, and engage in open conversations with public employees.

The Rockford City Hall continues to stand as a symbol of democratic governance, urban development, and public service. Its blend of historical significance and modern functionality makes it not only a center of administration and politics but also a cultural landmark cherished by residents and visitors alike.

Public Works Headquarters

Elgin Avenue, Vinewood, Los Santos

Constructed under a different administration in the 20th century, Public Works is the main operational department responsible for the upkeep of city-owned spaces across Los Santos. From maintaining streets, sidewalks, and signage to managing waste disposal points, traffic signals, and emergency infrastructure, the department plays a vital role in keeping the city functional and immersive for all residents. In-game, Public Works personnel are also tasked with deploying construction sites, maintaining city vehicles, and supporting major event logistics in coordination with other departments.

The building consists of four floors. The ground floor is a garage, primarily used for fleet storage and maintenance. The first floor includes the main lobby, a general dining area, the shared office space for Parking Enforcement and City Technicians, restrooms, a storage zone, and more.

The second floor houses the individual offices of departmental heads and personnel, along with an auditorium, a gym, a spa area, and additional restrooms. Finally, the top floor contains the offices of the City Operations Officer, the Director of Public Works, and the Deputy Director of Public Works, as well as a secure surveillance room overseeing the entire facility.

The headquarters also includes two auxiliary structures located on the adjacent electrical lot. One is the electrical substation, which manages a significant portion of the city’s power grid, while the county and a chunk of the western and southern district fall under Aurum’s jurisdiction. The other is a drug disposal facility, designed to assist law enforcement agencies in safely disposing of narcotics and related materials.


Haven Homes

Alta Street, Downtown, Los Santos

Haven Homes is the City Government’s official orphanage and transitional housing facility for children in need, operating as the central hub of the Department of Health and Welfare. Strategically located in the heart of Los Santos, the building provides rapid deployment access for Health and Welfare personnel across the city, ensuring timely response to emergencies, community outreach, and ongoing care services.

The project was launched under the administration of Mayor Hank Preston and Deputy Mayor Frederick Coleman, with the facility’s development personally supervised by former City Operations Officer Natalia Rane. Designed with long-term care and rehabilitation in mind, the structure reflects the City’s commitment to giving every child, not just shelter, but stability, opportunity, and dignity.

The building is segmented into two distinct sections:

Side A is designated for children with no criminal background, focusing on care, education, and long-term placement.

Side B serves as a transitional housing unit for juvenile parolees or at-risk youth, providing them with structured rehabilitation and oversight. This dual structure also allows Side B to serve as overflow housing when capacity is reached in Side A.

Across both wings, the first floor serves as the main lobby and intake area. Here, visitors and families can learn about the adoption process, meet with staff, explore the facility, or attend community programs.

The second floor features a cafeteria and a shared lounge area where both residents and Department personnel can access computers and technology for schoolwork, communication, and enrichment. The space is also used for structured recreational time and supervised activities.

The third floor mirrors the second, with additional meeting rooms, offices for caseworkers, and a large TV and activity room for downtime and supervised leisure.

The fourth and fifth floors are dedicated residential areas. These housing units are tailored to different age groups and needs, offering spacious rooms, study nooks, and personalized storage to foster a sense of ownership and comfort. Safety protocols, 24/7 supervision, and therapeutic designs were all considered in the architectural planning.

Finally, the top floor includes secured storage areas and controlled access to the rooftop, reserved strictly for maintenance personnel and city technicians.

Haven Homes is more than a facility, it's a sanctuary of hope and transformation. It stands as a testament to the City Government’s promise to protect its youth and invest in the future of Los Santos by giving every child the care, tools, and opportunity to thrive.

City Hall - County Office

Great Ocean Highway, Paleto Bay, Los Santos

Inaugurated on October, 2024 by Mayor Hank Preston joined by the sheriffs department, residents and others; this auxillary office, unofficially known as "County Hall" was established to strengthen the City Government's presence and initiatives throughout the county. Strategically located on the southern edge of Paleto Bay, adjacent to another government facility, the Paleto Bay Sawmil, it serves as a vital point of contact for local residents.

The office is designed to provide essential services such as public works assistance, constituent support, government program information, and a space for direct engagement with elected officials.

City departmental and office employees are granted the flexibility to operate from this location as needed, helping reduce commute times and offering more convenient access for those residing in or near the county.

Municipal affairs, outreach, interaction, and more are the main attributes of this building, a showcase of the City's commitment to the County district's development.

The building features a single-story layout that includes the Mayor’s office, several general-purpose workspaces, meeting rooms, a reception area for residents, and a fully equipped City Council chamber. Visitors will also find cultural and artistic elements throughout the space, including heritage sculptures and locally inspired paintings that reflect the identity and history of Paleto Bay and the County.


Sacred Heart Shelter

Little Bighorn Avenue, Downtown, Los Santos

Operated by the Department of Health and Welfare, this facility serves as the City Government's official homeless shelter, open to all residents in need of support. Its mission is to operate 24/7, providing safe shelter, compassionate care, and essential services that have the goal of helping individuals regain stability and move toward long-term independence.

Active members of the City Government staff the main reception desk, where they welcome new residents, provide guidance, and address any public inquiries.

The first floor features a welcoming lobby, a loft-style lounge area, public computer and technology access stations, a fully equipped canteen, a first aid and medical assistance room, and an office.

The basement level is used for storing food rations and donated clothing, with a designated sorting area to organize charitable supplies. This level also includes a break area for employees to rest during shifts.

On the upper floor, residents are provided with dormitory-style accommodations, which include both individual and shared bunk beds. This level also houses a laundry room, personal hygiene facilities, and vending machines for additional convenience.

Bus Depot

Integrity Way, Strawberry, Los Santos

One of the most historic buildings in the city, the main bus depot is operated and overseen by the Department of Transportation, commonly known as Los Santos Transit. From this central hub, the department manages the city's bus routes, metro lines, and overall public transportation network, ensuring the system remains efficient, reliable, and fully operational.

In addition to housing administrative offices, the depot serves as the primary transit station for residents, offering access to buses that connect neighborhoods across the city. It functions as a vital point for commuters and travelers alike, providing up-to-date route information, ticketing services, and transit assistance.

Intradepartmental activities related to transportation planning, logistics, and maintenance are also coordinated from this location, making it the starting point for many central and indispensable operational initiatives.

The location counts with offices for the Directors, department heads, a canteen, active screens displaying active routes and more.


Fleet Maintenance Depot

Integrity Way, Strawberry, Los Santos

The Fleet Maintenance Depot, operated by the Department of Public Works, serves as the dedicated mechanic hub for maintaining and modifying vehicles used by the City Government and its various agencies. Skilled Public Works technicians work on a wide range of city-owned vehicles, performing routine maintenance, repairs, and authorized modifications to ensure fleet reliability and safety.

Located within the same lot as the historic Bus Depot, the Fleet Maintenance Depot allows for coordination between transportation services and vehicle upkeep. The proximity boosts and promotes operational efficiency and ensures that both public transit and city service vehicles remain in top condition for daily use.

Public Works Depot

Union Road, Grapeseed, Los Santos

County activity has become a strategic priority set by the City Operations Officer for operations outside the urban core. The acquisition of this building, an initiative championed by Corinna Hamilton, aims to strengthen, increase and improve the presence and participation of the Department of Public Works throughout the county.

This facility now serves as the department’s main hub in the region for storing materials, specialized tools, and essential equipment. Technicians, parking enforcement officers, and other field staff regularly operate from this depot, using it as a launch point to perform daily tasks and provide consistent support to communities such as Grapeseed, Paleto Bay, and other surrounding towns.


Police Administration Building - LSPD

Occupation Avenue, Vinewood, Los Santos

Completed in 2023 after nearly a decade of planning, political negotiation, and phased construction, the Los Santos Police Administration Building was envisioned as a new era headquarters for the Los Santos Police Department. Rising from the heart of the State on Occupation Avenue, the PAB replaced the aging and inadequate Vespucci Headquarters, which had long served as the Department’s headquarters but could no longer meet the technological, structural, or operational demands of a growing and modernizing city.

The idea behind the PAB was not simply to consolidate administrative functions, but to create a multifunctional, future-proof complex capable of supporting both daily policing needs and long-term investigative support. Within its walls, the building houses the Los Santos County’s Regional Crime Laboratory, where forensic specialists support investigations across the city and county. A hardened, dedicated data center powers the Department’s digital backbone, supporting everything from major case databases to secure communications. The Metropolitan Communications Dispatch Center operates around the clock, coordinating emergency response and tactical units across all divisions. A secure, climate-controlled long-term evidence storage facility was built to ensure integrity for sensitive and high-profile case materials.

Yet the PAB wasn’t built to serve law enforcement alone, it was designed as a civic building. At street level, a Bean Machine café and a 24/7 convenience store offer everyday amenities for both personnel and the public. Adjacent to the building on Occupation Avenue is a 150-seat auditorium, used for press conferences, training sessions, community outreach events, and official Department briefings. The plaza surrounding the building includes an expansive public space with shaded seating, a memorial wall honoring fallen officers, and a peaceful garden space, all intended to create a sense of transparency and accessibility between the Department and the community it serves.
